The morning commute along Oregon 99W through Tigard is in full swing. Car
after car, truck after truck, upwards of 50,000 a day, roar to destinations
throughout the metro area.

On one side of the highway, a dusty stripe of fading white paint just before
a strip mall entrance reserves 5 feet of the five-lane roadway for
bicyclists. Beyond the driveway, the striping disappears.

The other side of the highway bears no striping at all.
