[OHPV-list] OHPV website updated

I've been working on this a while (since November?), but I've finally
uploaded OHPV website revisions around the Human Power Challenge. It now
has all of the results from previous years, along with bunches and bunches
of photos, including links to non-OHPV sites. There's a bunch of
reorganization behind the scenes, too, that should make it easier to
update the site in the future.

The "main" page hasn't changed (much), but there's a new "home" page for
the races at PIR:
http://www.ohpv.org/PIR/

I've also added similar links from the "Photos" page:
http://www.ohpv.org/photos.htm

If you notice any problems (navigation problems, missing images, etc.)
please tell me about them. I'll fix them as quick as I can.
