"Moderation of the list *should not* be required, unless the list is
blatantly abused. Abuse includes: commercial advertising (personal
for-sale postings are OK), on-list political arguments (if you have an
issue with someone's politics, e-mail them privately), and publicly
abusive language (if you want to cuss at someone, do so privately). Above
all, maintain a civil tone, even (especially!) when you're angry."
If your friend is offering discounts but isn't planning on regular
advertisements, I think that's OK. If it gets repeated more than a couple
times, it'll get squelched.
