I found this on the OBRA list:

*	Check-in on Sunday is very simple:  If you registered online or
mailed a form, are paid in full and are an OBRA member, you are good to
go - just show up for your start time.  If you need a one-day license,
OBRA membership and/or rental number, you can do all of this at the
check-in table.

*	A final start list will be posted no later than Friday morning
to the OBRA list-serve.

*	Wear race numbers on the left and lower back

As a quick reminder, particularly for those new to time trialing, the
race clock begins at 9 a.m. which corresponds to 00:00:00 and the start
time listed begins counting from there.  For example, if you're start
time is 0:41:30, then you will start at 9:41:30 am.

Thanks for you support of this event, it has been another tremendous
turnout!

The reason the recumbents are starting later is because the Junior 20K 
riders are going first.  You gota have something to chase down.  Should be 
fun.  See ya there guys!
